For a website, the operative obligations are a Notice at Collection, an opt-out of sale/sharing (the "Do Not Sell or Share My Personal Information" link), honoring Global Privacy Control browser signals, and disclosing the categories of third parties data is shared with. Detected advertising and analytics trackers are the "sale or share" that triggers these duties.
